The last few years have, however, seen a marked increase in the attention give, to mission planning both by the users, who are demanding improved facilities, and by the suppliersn, who are able to provide increasingly more capable systems. As a result, the air forces of many of the NATO countries are procuring new and advanced mission planning systems that AGARD Advisory Report. A key element in the interface between these segments is provided by the mission planning systems which are used to analyse, fuse and refine the information at air bases. Collateral Damage is the unintentional damage that may occur as a result of weapon employment. The study starts with an analysis of NATO doctrines presently being developed for PSOs, and of problems encountered in recent missions. Target situations are derived from "real world" experience and a method for determining the probability of causing collateral damage are determined. Preferred weapons concepts are identified through a process which compares costs, lethality, probability of collateral damage and the result of a scoring technique whiwh assesses a concept's potential to incorporate a range of factors shown to be important to the overall objective of minimizing collateral damage. The study recommends a range of options for the modification and development of weapon systems whiwh could provide NATO Commanders with greater operational flexibility in target situations where it is important to minimize the risk of causing collateral damage.
