It's a large scale system in which the human being plays the essential role. On-line, all decisions are taken by the controller on the basics of his knowledge of the current local traffic situation. In spite of all efforts undertaken to date, this will remain the case still for an appreciable period of time. Accordingly, any simulation of an advanced control procedure or newly proposed sub-or complete system will have to incorporate the controller/system interface or reflect it in a highly realistic manner.

The level of automation achieved in the aircraft itself allows a flight to be programmed and then conducted with little or no subsequent human intervention. In contrast, at the executive level, the air traffic authorities handle each flight as a succession of individual short segments and are not in a position to take much account of aircraft capabilities.
This paper will describe the work carried out by the Engineering Directorate of the EUROCONTROL agency with a view to integrating airline requirements, crew reactions and aircrafts capabilities in simulations aimed at assessing future air traffic handling procedures.
