Chapter 2 briefly reviews the instrumentation requirements of the applications: take-off and landing performance measurement, auto land performance measurement, noise measurement and flight inspection of radio beacons. The remainder of the AGARDograph discusses the methods used for such applications, and is subdivided into optical methods (including lasers), methods using radio or radar and methods using inertial sensing. Those validation techniques that are used arre not standardized, are often ill defined ans are generally undocumented. In an attempt to rectify this situation, the AGARD Flight Mechanics Panel established Working Group 12 to examine missile simulation procedures and recommend techniques for the validation and universalization of the results of such procedures. This report presents the output of this Working Group. AGARD Advisory Report. All aspect of the ballistic testing design, data collection techniques, data reduction, analysis techniques and finally the Operational Flight Program modeling techniques are addressed. Considerable effort has been expended to keep this report straightforward so that it can be understood by management as well as engineering personnel, but with sufficient engineering principles addressed so that a true ballistician could une it from an application perspective. The author takes the reader though the turmoil of flight emergencies, unpopular ground-directed missions, and, ultimately, aircraft mishaps. He describes the difficult conditions placed upon the flyers by a system inadequately prepared to address human factor issues, and points out that it is the responsibility of those on the ground to improve the conditions on the flyer.
